Phase 02

Definition & FEED

Develop the selected concept to a decision ready definition with a controlled technical, safety and execution basis.

Objective

What this phase must achieve.

Reduce technical and delivery uncertainty to the level required for investment approval, procurement strategy and the next design stage. The result should define what is to be built, why it is needed, how it is expected to perform and how delivery will be controlled.

  • Are the design basis, battery limits, interfaces and performance requirements clear?
  • Have the principal process, safety, constructability and operability risks been addressed?
  • Is the definition mature enough to support investment, contracting and procurement decisions?
  • What must be completed, verified or carried forward into detailed design?

  • Design basis, owner requirements and scope definition
  • Process design, equipment definition, layouts and engineering philosophies
  • System architecture, single line diagrams, control philosophy and key specifications
  • HAZID, HAZOP and other risk studies at the maturity appropriate to the project
  • LOPA and SIL determination when scenarios, safeguards and functional requirements are sufficiently defined
  • Execution planning, estimate development, schedule development and procurement strategy

What should exist at the end.

The exact deliverables depend on the sector, asset, appointment and decision being supported. The output should always be proportionate, controlled and usable by the people responsible for the next decision.

Decision gate

The decision this phase supports.

Confirm that the project is sufficiently defined for sanction and detailed design. Approval should record the residual risks, assumptions, open actions and hold points that remain under control.
