Objective

What this phase must achieve.

Turn an opportunity or operational need into a clear project case. The phase identifies what success means, tests the principal technical and commercial options, exposes material constraints and gives decision makers a defensible basis for selecting a preferred concept.

  • What problem or opportunity must the investment address?
  • Which technical options are credible and what would rule them out?
  • What are the likely capital, operating, programme, permitting and delivery implications?
  • Is there enough evidence to select a concept and fund the next stage?

The decision this phase supports.

Select the preferred concept, confirm the business case and authorise Definition and FEED. If the evidence is not sufficient, close the option or commission targeted work to resolve the remaining uncertainty.
